The Centre for Maritime Research and Experimentation (CMRE) is an executive body of the Science and Technology Organization (STO) and is governed by the provisions of the STO Charter. Within the framework of the STO in-house delivery business model, the CMRE will organize and conduct scientific research and technology development and deliver innovative field-tested S&T solutions to address the defence and security needs of the Alliance.
 
The Engineering Department is part of the Research and Engineering Division which includes other three organizational elements: the Program Office, the Information Laboratories Office and the Research Department.
 
The Engineering Department addresses the engineering and technological requirements of the Centre's research activity, by designing, developing, constructing, testing and maintaining, repairing and calibrating electronic, oceanographic, mechanical, or acoustical assemblies, especially prototypes, or combinations of such units as required. 
 
DUTIES
The incumbent is responsible, according to the specific field of endeavour, for the provision of engineering support and duties may include the following:

  • Design, specification, testing, inspection, procurement, construction and operation at sea and on land of instrumentation, equipment, systems and system of systems according to the specific field of endeavour (mechanical, electronic, acoustics).
  • Schedule and plan maintenance and calibration of equipment and keep appropriate records.
  • Provide professional expertise and coordination of operations participating in sea trials.
  • Planning, conducting and evaluating technical projects.
  • Managing programs/projects of the Centre program of work.
  • Contribute to the preparation of technical offer quotations.
  • Supervising and guiding the technical staff assigned and directing their professional development.
  • Performing such other duties and responsibilities as may be assigned from time to time.

The incumbent may be assigned to manage a unit composed of NATO civilians serving at A, B, C grades and/or consultants/contractors. In this regard, the responsibilities include:

  • Supervising and guiding the technical teams assigned to the unit and directing the professional development of the team members.
  • Budgeting and administering the financial resources related to the activity of the unit.

ADDITIONAL DUTIES

The incumbent may be required to perform his or her duties on board Centre vessels and may be called upon to perform  duties elsewhere in the organization.

  • Flexibility Clause:  In order for the organization to deal with emergent requirements, the incumbent may be required to perform other related duties as directed (in particular, the incumbent can expect to work as a member of Working Groups, Project Teams, etc. for defined periods of time). 
  • Annual TDY Requirement:  The incumbent can expect to go on TDY both within and outside NATO’s boundaries.

EDUCATION/ EXPERIENCE

  • Education and experience will be in the engineering, science, information technology or related field.
  • At least 3 years’ experience at supervisory level of responsibility in performing engineering functions.
  • Experience in an ocean engineering support activity in an underwater research environment or closely related field including a good engineering management experience.
  • Experience in conducting technical experiments at sea and broad knowledge of underwater research.
  • Experience in the design, development and test at sea of real-time embedded electronic systems.

DESIRABLE QUALIFICATIONS

 EXPERIENCE

  • Confidence with computer techniques in support of engineering work.
  • Relevant experience in specific fields (real-time/embedded systems, sensor acquisition systems design and development, signal processing algorithms applied to underwater acoustics and oceanographic systems).
  • Experience in carrying certified safety tests may be required.
  • Experience with the ISO 9000 or similar Quality Management System.
  • Past experience in an international organization.
  • Formal education or experience in Management and/or Project Management (e.g. PRINCE 2, PMP).

 Sound communication skills as well as quick reaction to problems within role and expertise are expected.
 
MANAGERIAL RESPONSIBILITIES
 
Plans most daily work details within given priorities and under some regular supervision. May have direct supervision of people performing related work.
Work may include a degree of planning and coordination.
 
PROFESSIONAL CONTACTS
 
Regular professional contacts typically at senior management level inside and outside the Centre.
Contacts requiring explanation, discussion, persuasion and approval of action.
Negotiations normally involve a commitment, within existing policies for the organization, where considerable tact and persuasion are required.
Coordination and cooperation with representatives of other NATO bodies and staff of private scientific/industrial organizations.
Often involved in significant discussions at senior committee level with representatives of NATO nations or other NATO bodies on behalf of the CMRE.

WORK ENVIRONMENT
 
The work may be performed in an office, laboratory or workshop environment, or on board Centre ships. Slightly undesirable working conditions may apply.
