Assoc. Prof. Dr Emilija Stojmenova Duh appointed to the EU AI Act Scientific Panel

Prof. Dr Emilija Stojmenova Duh from the Faculty of Electrical Engineering at the University of Ljubljana has been appointed to the EU AI Act Scientific Panel, an expert advisory body established by the European Commission under Article 68 of the Artificial Intelligence Act and Commission Implementing Regulation (EU) 2025/454.

Supporting the implementation of the EU AI Act
Together with the Advisory Forum, the Scientific Panel supports the implementation of the AI Act and provides expert advice to the European Commission’s AI Office and national authorities on the application of the regulation. Its key responsibilities include identifying and reporting systemic risks to the AI Office, advising on the classification and evaluation methodologies for general-purpose AI models, and supporting market surveillance activities.
Selected from more than 1,000 applicants
The Scientific Panel consists of 60 independent experts selected from more than 1,000 applicants. Its members come from EU Member States as well as several other countries, including the United States, Canada, the United Kingdom, China, Switzerland, Norway and Australia. Among them is Assoc. Prof. Dr Emilija Stojmenova Duh, the panel’s only representative from Slovenia.
Panel members are appointed for a 24-month term, with the possibility of renewal, and serve in their personal capacity. Most members come from academia, while others represent public-sector organisations, independent research institutes and civil society.
Slovenia’s expert voice in the European AI debate
The appointment of Assoc. Prof. Dr Emilija Stojmenova Duh is particularly significant because of her unique combination of academic, technical and public policy experience. She is among the few experts on the panel with first-hand experience in shaping digital policy at ministerial level.
“As a member of the panel, I will contribute to discussions on methodologies for classifying the risks of general-purpose AI models, the assessment of systemic risks, and the relationship between the panel and the AI Office. I also see this appointment as recognition of the expertise that we have developed in the fields of digital transformation and artificial intelligence at the Faculty of Electrical Engineering and the University of Ljubljana,” said Assoc. Prof. Dr Emilija Stojmenova Duh following her appointment.
For the Faculty of Electrical Engineering and the University of Ljubljana, the appointment represents important international recognition of their expertise in digital transformation, artificial intelligence and digital policy development. It also gives Slovenia a direct expert voice in one of the most important regulatory processes in artificial intelligence, which will play a key role in shaping the European and global digital landscape in the years ahead.
About Assoc. Prof. Dr Emilija Stojmenova Duh
Assoc. Prof. Dr Emilija Stojmenova Duh is an Associate Professor at the Faculty of Electrical Engineering, University of Ljubljana, and a former Minister for Digital Transformation of the Republic of Slovenia. Her work brings together academic research, public policy and innovation, with a particular focus on digital transformation, interoperability, artificial intelligence and the societal impact of emerging technologies.
She currently chairs the Informal Expert Group on the Next Generation European Interoperability Framework within the European Commission’s Directorate-General for Digital Services (DG DIGIT) and is a member of the ESIR – Expert Group on the Economic and Societal Impact of Research and Innovation. She also chairs the Trust in Science Working Group at ALLEA (All European Academies) and serves on the Board of the Globethics Foundation, an international organisation based in Geneva that promotes ethical leadership, responsible governance, and the ethical development and use of artificial intelligence.
